South Korea’s Second Vice Foreign Minister, Kang In Sun, highlighted North Korea’s violations of UN Security Council resolutions and the serious security threats posed by illegal military cooperation between North Korea and Russia at a UN conference.

On Tuesday, the South Korean Ministry of Foreign Affairs announced that Vice Minister Kang attended the High-Level Segment of the Conference on Disarmament (CD) in Geneva on Monday, where she presented South Korea’s stance on disarmament and non-proliferation issues.

In her keynote speech, Vice Minister Kang expressed concerns over the deteriorating international security environment and the weakening of global disarmament and non-proliferation norms, especially as the world marks the third anniversary of the war in Ukraine. She called on the five nuclear-armed states (P5: the United States, the United Kingdom, France, China, and Russia) to engage in bilateral and multilateral discussions to enhance transparency and mutual trust.

Addressing North Korea’s nuclear ambitions, Kang criticized Pyongyang for continuing its nuclear and missile programs in blatant violation of multiple UN Security Council resolutions, undermining global peace efforts. She urged North Korea to fully, verifiably, and irreversibly abandon all its weapons of mass destruction (WMD) and missile programs and return to denuclearization talks.

She also strongly condemned North Korea’s illicit military cooperation with Russia. Kang stated that North Korea has provided Russia with weapons and ballistic missiles and has deployed over 11,000 troops to serve as cannon fodder for the regime. She reiterated that North Korea’s illegal activities pose a grave security threat to the entire international community.
